Se aboga por una simplificacion de las operaciones. El uso de una boleta sencilla y breve representa una serie de ventajas, dejando algunos temas para ser profundizados a traves de encuestas especializadas, o investigados mediante el uso de un cuestionario ampliado, que se aplicaria por muestreo. En particular se senala la necesidad de reducir las preguntas relacionadas con el Censo de Vivienda. El trabajo de terreno podria simplificarse por medio de una estratificacion geografica, que considerara tres niveles: grandes centros urbanos, con buena cartografia; zonas de dificil acceso; y areas intermedias.
