Por eso no es casual que los países centroamericanos y República Dominicana recién hayan concluido negociaciones; en su mayoría han ratificado un acuerdo comercial con Estados Unidos e iniciado negociaciones con la Unión Europea. Igual está sucediendo con Perú, Colombia y Panamá. El presente documento tiene como propósito extraer enseñanzas de las experiencias de México y Chile en la cooperación ambiental, en el marco de acuerdos comerciales firmados, al igual que relacionar las iniciativas multilaterales en el tema de ayuda para el comercio con la cooperación ambiental en los acuerdos comerciales. El documento analiza los esfuerzos que se han dado en el campo de la cooperación ambiental en el contexto del Tratado de Libre Comercio entre Centroamérica, los Estados Unidos y la República Dominicana (DR-CAFTA, por sus siglas en inglés) —en el corto tiempo que tiene de operar— y examina los mecanismos, actores y programas que se han ido estableciendo para poner en práctica el acuerdo y mejorar la capacidad de estos países en el cumplimiento de la legislación ambiental y en el desarrollo de oportunidades alrededor de este tema. The environmental cooperation brought on by Free Trade Agreements Abstract: Entering into trade agreements have constituted a fundamental aspect of trade polices and development strategies for the countries of the region. Taking this into account, it is of no great surprise that the Central American countries and the Dominican Republic have recently concluded negotiations, the majority has ratified the trade agreement with the United States and initiated negotiations with the European Union. Similar discussions are being instigated by Peru, Colombia, and Panama. This report intents to extract lessons from the experiences of Mexico and Chile in environmental cooperation within the framework of signed trade agreements. It also relates the multilateral initiatives to aid trade with the environmental cooperation in trade agreements. The report analyzes the efforts of environmental cooperation in the context of the still recent Dominican Republic Central America Free Trade Agreement (DR-CAFTA). It also examines the mechanisms, actors and programs that have been established to implement the agreement and to improve the capability of these countries to comply with environmental legislation.
