A raiz de la Conferencia Mundial de Poblacion de Bucarest, se desarrollo en las distintas regiones un proceso de discusion sobre los temas de poblacion que, a nivel de America Latina, condujo a una Primera Reunion Preparatoria (San Jose 1974) y luego a la Segunda Reunion Latinoamericana sobre Poblacion (Mexico 1975). Esta ultima analizo el Plan de Accion Mundial sobre Poblacion (PAMP), aprobado en Bucarest en el marco de las caracteristicas socio-demograficas de la region.
