Sumario: | There are many ways to measure a land rent. During Perestroika there were historical conditions which allowed to measure a land rent as it was wanted by Henry George, the author of the project of socialization of a land rent as alternative to a taxation. (Among these conditions there is a fnding of earth in public property, lack of the mechanism of pricing of the earth, partial privatization of the earth with its delivery for lease by a part of new owners). We cannot precisely measure change of social structure owing to socialization of a land rent as alternatives to taxation. But our methods coincide with George’s methods. George as author of the project of socialization of a land rent precisely knew social consequences. For the sake of social consequences he also stated all this. According to George socialization of a land rent will lead to increase in specifc weight of private owners and also those who one ready to become the private owner potentially, with those positive consequences what attributed to this phenomenon laissez-faire, libertarianism and solidarism. Destruction of poverty and unemployment goes a bonus. If to enter into the picture of social prosperity painted by George modern realities, then the arising problems are solved by the doctrine of the specifed property rights of R. Coase. As George and Coase do not contradict each other in the apologetics of specifcation of the rights of a private property, such change of social structure owing to socialization of a land rent as increase in specifc weight of private owners, it is possible to take for granted. |
