The opinions of experts, the international legal practice in this sphere and also the corresponding experience of Moscow and the project of the Federal Law of the Russian Federation «About the psychological assistance to the population of the Russian Federation» are studied. On the basis of the analysis of this problem the analysis of the project of the regional law «About the state system of psychological assistance in Saint-Petersburg», worked out by one of the authors of this article, was presented.
