Sumario:This article aims to analyze the approval of the reduction of the legally punishable age case in Chamber of Deputies in 2015. Received for the first time in 1993, the Proposal of Constitutional Amendment nº. 171 aims to reduce the legally punishable age to 16 years old. Applying the Multiple Streams Model, by John Kingdon, this research aspires to discuss which are the factors that mobilizes agenda-setting and the strength correlation established in 55th parliamentary term in Chamber of Deputies that explains it’s approval, despite of Executive’s opposition. The voting analyses was realized through political variables associations and construction of a logistic regression model. The results show that the fragility of executive basis and the strengthened conservative composition in Congress would have enabled this approval in the first year of the 55th parliamentary term.
