For such, a qualitative research was performed, with a descriptive nature and case study. To make the analysis viable, it was used the classification proposed by Pettigrew (1987), which aims to analyze and understand the steps occurred during a process of significant change in a particular reality, through the understanding of (a) External Context ; (b) Internal Context ; (c) Process and (d) Content . The results reveal that Condesus comes from successive actions that have as their main interest the building of a feeling of valuation of the local culture. And that it develops cooperative projects involving the nine municipalities of Quarta Colônia.
