The hierarchy of strategy targets is given, which can help decompose the main target - to provide sustainable development of territory in stage targets and objectives. Special attention is paid to characteristics of tools of strategy implementation by using the method of road card. This approach to designing the strategy of providing sustainable development of the old-industrial region can contribute to complete attainment of target priorities of the general strategy of social and economic development of the territory.Natalia Yu.
