Sumario:Having been defeated by the Second World War, Germany has acted toreinforcethestate with out losingits time and began to developits industry. However, the fact that thevastmajority of the male population had beenlost in World War II, consideredone of the most bloodywars of the world, has prompted Germany to provide externallaborforceforthedevelopingindustry. Inthiscontext, as in manystates, "LaborTreaty" wassignedby Germany andtheMinistry of Labor of theRepublic of Turkey on October 31, 1961. Accordingtothistreaty, workersfromTurkeywould be sent to Germany for a certainperiod of time. Over time, workerswhowentto Germany preferredtostaythereandtooktheirfamilieswiththem. Inordertopreventtheincreasingforeignpopulationtotheend of the'80s, theGermangovernmentworked on variousschemesandguidedthembyencouragingforeignworkerstoreturntotheirhomelandandstartedtoacceptnewworkersonlythroughfamilyunification. By theend of the 90s, theGermangovernment, recognizingsome of theflaws in thispractice, begantogive a visaforforeigncitizenswhowantedtogoto Germany to meet their Germancounterparts at thelevel of A1 at thelevel of integrationlaw. Inthisstudy, at the beginnig, the A1 exam, which is put into practice tomeasure basic uprigt skills and provide the necessery intagration, measures four basic skills indeed. So, it caused grest difficulty especially in the upper age groups and the German government was criticized too much because of the strict attitute about the language examination. The historical developmentandsociology of "FamilyConsolidationExamination" will be triedto be examined.
