In this context, it is also important to compare the health systems of the Turkish states and examine their health expenditures. Health care financing has a significant share of countries' gross domestic product (GDP). How much to spend on health care and how to balance it with other expenses is a controversial topic today. The share allocated to health expenditures by countries varies depending on the economy of the country, the type of government and population. There is also a linear relationship between the number of beds and the number of qualified health personnel and health spending in the hospitals in the country. The health insurance issue in Turkey is more advanced than the other governments that are subject to research. Since health expenditures were made by the state during the Soviet Union period, there are no health insurance schemes in the states (Azerbaijan, Uzbekistan, Turkmenistan, Kazakhstan and Kyrgyzstan) that have acquired independence after the collapse of the Soviet Union. Because of the economic situation, health workers prefer to work in private sector hospitals instead of working in public hospitals. Since public and private health insurance is not developed, most of the health expenditures in these countries are out-of-pocket expenditures. The purpose of this study is; The comparison of the health expenditures of the Turkish states. In the survey, 2010 prices and interpretations were made taking into consideration the general macroeconomic indicators of the countries in 2013 and 2014. At the end of the study; Turkey is the country with the highest figures in population, GDP, gross per capita income, total health expenditures and total health expenditures per capita. And Kyrgyzstan has the highest numbers according to the share of total health expenditure in GDP.
