It aims to analyze the socio-historical context that gave rise to the emergence and development of the PTRC, as a privileged strategy to confront poverty today. Addresses, therefore, the changes experienced by the world capitalist system since the end of the 1960s, focusing on changes in the pattern of economic and social regulation of capitalism, inspired by neoliberal ideology.
