Sumario: | The study sought to investigate the transparency of the local councils in the light of LAI from empirical evidences of the fifty largest Brazilian cities. The support for empirical goal comes from the following theoretical basis: virtual state, new public service and accountability; transparency of public informations and Law of Access to Information; electronic government and electronic legislative. This is a descriptive research, conducted through a survey study with a predominantly qualitative approach. Data were collected from recorded observation softhe electronic portals through na observation protocol. The study findings regarding the goals of the study reveal that the majority of the local councils analyzed partially meet the indicators of transparency instruments of public information. This demonstrates the need to transform the practices of information management and organizational culture in the local legislatives surveyed. Recognize what is transparency and how it should operate within public organizations is a fundamental issue for the effectiveness of LAI, which requires the development of electronic portals able to meet the legal requirements and promote the image and legitimacy of the legislative councils in society. |
