Like Ottoman Empire, Iran defined its military demands in a frame of multilaterally by army based on the military service. Qajars kings like Ottoman sultans did not only want a developed army for defense, but also for in invasive. They did not only want to repel Russian Constant aggression, but also to take their lands in Afghanistan and Caucasus because, it could recover their legitimacy and their royal power between people.Military reformation had another relation whit reconstruction in government making new military units would able the king for a basic change in the balance between government defined based on the king an rest of the government including different types of rulers, courtiers, princes, and the cleric. The function of this new system could symbolize a new type for Iran while. It was not clear if this new system could necessarily be more affective than the old one.
