The structure that holds the power, dominates, establishes authority; It can shape the society in accordance with the current order with the authority and power given by being a supreme authority.  Regardless of its source, sovereignty can come to life in the hands of a power. In democratic states, the people themselves determine the power for certain periods. Voters make these decisions in a pluralistic approach in line with their rights protected by law. However, even if it is democratic, some problems may arise in current democracy practices. Problems such as the acceptance of a certain part of the society as voters on the condition of age and nationality in general, the ways in which the political rights and demands of the citizens who do not participate in the elections will be met, the declarations and programs of the existing political parties are not met in a certain part of the society. In addition, problematic issues such as how the rights and demands of minorities are reflected in the practice, the situation of the ruling party voters not accepting the decision taken by the ruling party affect the use of sovereignty regardless of the type of democracy.
