The first part describes a brief history of these institutions’ creation showing that they originated by a decision of the municipalities and communities, in order to meet a need for the provision of higher education in interior areas of the State. We identify some contribution points of these institutions to the State’s development. In the second section, from a theoretical discussion and an experiential observation in management of these institutions, critically, we reflect on what are the present and future dangers, challenges and opportunities for non-state public institutions that compose ACAFE system (Association of Educational Foundations). It is a brief review on the management of these institutions, their prospects and problems.
