Sumario: | This article, as a theoretical essay, reflective effort is about the ways and alternatives focused on the construction of emancipatory public policies, based on the results obtained in research practice developed by the Territory Contested Citizenship Midwest Catarina. After synthetic contextualization of practice mentioned research exposed the theoretical frameworks support – notions Social Mana- gement (Tenório, 2006, 2008; Tenório et al., 2008, 2010) and emancipation (Freire, 1979) – explored the contributions of the reference theoretical support for the construction of alternative emancipatory public policies, from the categories discussion process, autonomy and participation. As a result, it was highlighted that the main structural element of a public policy to the local human emancipation is the critical dialogue with the actors that constitute engaging social experience, considered in terms of the discussion process, autonomy (deliberative citizenship) and participation (inclusion, pluralism and equality), leading to the development of the potentialities of the territory from the communion of knowledge and transformation actions. Finally, in conclusion, we tried to show how ideas about the construction of emancipatory public policies can contribute to the formulation of environmental policies and the issue of corporate social and environmental responsibility. |
