This concept indicates the fact that public officials see themselves as a class which is separate from and superior to the rest of the society and feel, think and move with such a class consciousness. Various studies have been conducted about bureaucratic elitism in Turkey since 1945s; one of the findings common in all these studies is that tendency for bureucratic elitism exists at an essential level among members of the bureaucracy. However, there is a perception that in the recent years this phenomenon is losing its explanatory power.
