There are two different approaches to public relations.The first of these approaches is the liberal-democratic approach on public relations. Another approach of the public relations critically examines.This approach claims plays a role in the creation of the capitalist production of public relations. Public relations, accepted as a method of formation public opinon unique to democratic societies, as obtaining public awareness, confidence, approval, consent or accepted as a method of obtaining prestige. This study have been made the historical overall assessment of the development rather than this two approaches. In this study, we tried to answer when for the first time public relations practices in the private sector and the public sector started in the U.S.A, and Turkey and when the realization of the historical development of it and later to find answers to the questions and answers to compare the findings. Comparative method was used for the study. In this study, the first public relation practices in the private sector has been seen begining in the United States in 1850, followed by Turkey , the first public relations practice in the public sector started to be implemented in the United States, then the, Turkey where the application has been started. After the industrial revolution, public relations practices in USA and Turkey, both in private and public sector were found to be oriented in different ways and to different purposes.
