Sumario: | In the last decades, concern about biodiversity has increased due to the consequences of its degradation, the challenges for environmental preservation are diverse, involving complex issues such as pollution, climate change, global warming, water pollution and scarcity, solid waste, sanitation, development environmental refugees, nuclear energy, toxic waste, loss of species. Payment for Environmental Services (PSA) emerges as an environmental economic instrument to minimize such consequences by encouraging environmental conservation through incentives, financial or otherwise, to whom to promote environmental services. The creation of PSA laws is important to ensure security for those involved and encourage the creation of new projects of this kind. This work aims to provide a historical follow up of the first initiatives of payment policies for environmental services in Brazil and in the world until the implementation of the state policy of payments for environmental services in the State of Pernambuco, with emphasis on the tools used in protection, analyzing the context of PSA policy in the State, focusing on the legislative debate. Proceeding to the study of the policy of Payment for Environmental Services in Pernambuco as a tool for forest conservation, first aiming to understand its concepts and applicability, as a way to better glimpse its real chance of success. |
