Sumario:The article describes objective pre-conditions and theoretical basis for designing the theory of clusters, analyzes the contribution of Russian and overseas scientists to this theory. Specific notions are demonstrated and organizational structure of clusters are investigated. Special attention is paid to innovative clusters as an advanced form of structural shapes in economy aimed at raising competitiveness of countries. The author comes to the conclusion that the most important factor for building a mature cluster and its innovative effects is close interaction of representatives of three leading institutional sectors: science, business and power.
