Sumario:The article considers some models of public decision-making with regard to the activities of political and administrative networks. Political-administrative networks play an important role not only at the level of individual decision-making but also at the system level bringing such features as quality of service, public value and other network tasks and characteristics to the fore. Analysis of the role of political and administrative networks in public decision-making allows to specify a separate network with the resources and goals and to abandon the concept of "state capture." In other words, many public decision-making, explains the latent politics, amenable to analysis and study of the network method
