However, the limited indebtedness capacity of the public sector is preventing meet the goal of 100% attendance of sanitation services in the country. In order to encourage the private sector participation, the model known as Public-Private Partnership – PPP – has been recently launched in Brazil. The first sanitation project was conducted by the National Bank for Economic and Social Development – BNDES – in the city of Rio Claro (SP). In this context, the research aims was to evaluate the first PPP in sanitation and discuss the strategic role of this mechanism in Brazil.
