The evaluation was performed by qualitative performance of state public policies of cooperativism based on the perception of the cooperative directors and public managers of Tocantins, using the criterion of Efficiency, Efficacy, Effectiveness and Impact. The method used was documentary and bibliographic investigation, and field study executed by historic study delimited in the States of Goiás and Tocantins. The research is classified as exploratory and descriptive and the tool used was a questionnaire with open questions, applied personally and by electronic communication.
