To achieve this goal, this article reviews the public power ́s actions considering the urban areas and its ́ transformation relationships between the private interests of urban production and the state ́s proposals to solve its crisis, which is demaging it ́s historical central area, pointing out the contradiction between the proposals and the practice of public actions, which ends up encouraging the capitalist reproduction and accumulation and penalizing the local residents and workers.
