It is shown that a key condition is the fixed improvement of quality of public administration at the regional level including optimization of system of state bodies, including strategic planning, and implementation of modern managerial technologies both at the regional and municipal levels. It is noted that the investments influencing economy of the region and city are investments in development of the territory that in essence assumes new construction on vacant or in the territories which are built up with shabby structures. Therefore, development of engineering and municipal infrastructure will allow increasing appeal of regions to investors.
