Sumario: | Inovar-Auto (IA) is a program created by the Brazilian Federal Government to stimulate the development of technology, innovation, quality, safety and energy efficiency of vehicles locally produced and in related supply components industries. This research investigates the transformations caused by the IA through an comparative analysis with previous policies for this sector and the identification of the announced investments with a national and a regional perspective, in this case the Rio Grande do Sul State. The regional perspective also included the analysis of the announced projects in order to identify the motivations for regional choice and the potential impacts that can be expected from these investments. Through theoretical and empirical research, it was found that, despite being a recent policy, there was an acceleration in the announcement of investments in the sector and there are good perspectives for its development. However, based on the characteristics of the program, it is possible to infer that the effective capacity of innovation in business through R & D activities may not become effective indeed. Meanwhile, in Rio Grande do Sul, a small number of investments was identified because of its limited attractiveness, which leads to positive perspectives related with heavy vehicles. |
