In Brazil, historically, the developmentalism, in more or less democratic or authoritarian versions, populist or conservative ways, structured a stratified citizenship. The democratic transition inaugurated a universalist and egalitarian conception of citizenship, whose implementation was limited by both authoritarian tradition and macroeconomic orthodoxy.
