As a first step, the United States signed a smartborder agreements with both countries in 2001 and 2002, as they sought to tighten collaboration on defense. In 2005, a new tri-national treaty was signed, the Security and Prosperity Partnership of North America (SPP), marking a moment that seaks to integrate the matters of security and defense, incorporating economic and social elements. This is an issue of debate, because integrationist and nationalist postures are in friction.
