Highlights two main questions: if the neoliberal orthodox in its various forms is to be effectively challenged and if the predatory policies resulting from it should be reverted. It starts of the perspective that is necessary an alternative paradigm of development, clearly enounced, which reinforces the national identity in Latin America, India and the rest of the world in development.
