Sumario:The concept of development has been established historically, but there are disagreements about its meaning and the methods and strategies to be employed to reach it. This study examined an experiment in Ajuricaba-RS, where the strategy was focusing on the increasing of the milk production for local development. In response to an opportunity arising from the globalization process (increase in global demand by milk products), this Town invested in the potential of its natural conditions and qualified production of milk in their farms. However, this process has been revealed what is called in this work an emergency strategy reactive of local developing. The analysis showed that the adopted strategy was deficient of immersion and consistent with a process of strengthening of collective social action, which should be based on the promotion and consolidation of share capital of the Town. Thus, the benefits of the process are distributed unequally among the social actors involved, focusing mainly the processing companies to the detriment of milk producers.
