It initially presents a critical reflection of the Social Assistance Policy as a process, socially and historically constructed, and then develops an analysis of the vision of managers, technicians, counselors and users about the Policy and how this vision translates into its implementation in the municipalities surveyed in the Maranhão. It highlights determinations due to internal and external factors, conjunctural and structural originated from the process of formation of brazilian society and the context of current capitalist society.
