Therefore, a plan that is logical, realistic, implementable, flexible, and acceptable to society. The hierarchy of potential space is formed based on the functions that surround it. The purpose of this research is to reveal the hierarchy, public awareness, maritime potential in the marine area that can be worked on in the use of marine space, fisheries, mining, and tourism. This research is descriptive-analytical and based on theoretical and empirical elaboration.
