This paper pretends analyse the problem, in order to understand it better and to explore possible solutions. From the situation review of the six northern border states and a survey on a 30 maquiladora plants in Chihuahua City, it has been identified the main aspects like, the low technological capacity of the local industry, in order to supply the goods needed by the maquiladora plants.
