For this research will be elaborated from the indicators of STD – Sustainable Territorial Development elaborated in theorical syntheses centered in definitions of deliberative citizen and the and the concept of social cohesion, territorial, sustainability, economic inclusion and the common good. Will be used a STD indicators, comparison methodology obtained by intermediation of documentary research, telematic and field interviews and social embeddedness is used. The results and conclusions of the research indicate significant differences between the local development models. The municipality of Itaguaí – RJ, located in the metropolitan area of Rio de Janeiro, receives megaprojects. According to the Federation of Industries of the State of Rio de Janeiro (Firjan), considering its concentration in this unit of the Brazilian federation, it is the largest volume of world investment, thus presenting an intensive logic in capital and marketcentric. There is in this case a dispossession, as the situation of Madeira Island, where the colony of fishermen experiencing environmental problems that negatively impact fishing and even the maintenance of their homes on site. The case of Imbabura Province, Ecuador, seeks to rescue the local identity and knowledge in their development process.
