The intervention in the conflict on the territory of a sovereign state is prohibited by the UN Charter, but international actors argue about the validity of such prohibition of interference due to violations of their common security interests. In the course of countering the use of chemical weapons in the civil conflict in Syria influential international actors formed a new paradigm of intervention, which allows the use of external force to resolve internal conflicts, since the use of chemical weapons, wherever that may be, constitutes a threat to international peace and security.
