Sumario: | Westernization desires and effects of the western countries on the rulers of the Ottomon Empire in the last periods were seen nearly the same on the rulers of the founders of the Turkish Republic. The term ‘world civilization’ was frequently viewed as ‘westernization’. Managerial staff, who thought the only way of being a modern civilization means totally westernization, tried to closeness the Turkish public administration to the western countries by reforming with the reports of western experts without caring the real desires of their public. This situation was the same both in the single-party government period and multi - party governments periods. Management of the country had begun with the help of foreign experts of the western countries even in more organised periods. As a result of this efforts the State Planning Organization had been established ( TODAİE), which boasts of having very usefull studies for both centeral government and local governments and founded by United Nations (UN) for under developed countries, had been established by the winner countries of the second World War. The effects of western countries on Turkish public administration have risen by the increasing effects of globalization and liberal practices have been applied without caring the public desires by both central and local governments.
