Sumario: | Ahmed Muhtar Pasha formed "The Big Cabinet" in replacement of Grand Vizier Said Pasha who had to resign on 16 July 1912 because of the opposition against The Commitee of Union and Progress. During this time, while CUP moved away from the power for a short time the experienced statesmen who were not members of CUP were coming to important positions again. After resigning of Cemal Bey (Pasha) the governer of Baghdad on 12 August 1912, Field Marshal Zeki Pasha who had served as the the commander of The IVth Army for long years was assigned to the Baghdad governorship. He, during his assignement in IVth army, founded and commanded Hamidiye Regiments in The East and South East Anatolia. The subject of this study is Mehmed Zeki Pasha's approximately 7 months' activities during his Baghdad governorship. |
