During this time, while CUP moved away from the power for a short time the experienced statesmen who were not members of CUP were coming to important positions again. After resigning of Cemal Bey (Pasha) the governer of Baghdad on 12 August 1912, Field Marshal Zeki Pasha who had served as the the commander of The IVth Army for long years was assigned to the Baghdad governorship. He, during his assignement in IVth army, founded and commanded Hamidiye Regiments in The East and South East Anatolia.
