With the advent of the neoliberalism, in the 90’s arise new management practices that search competitive and a strategic behavior of the workers looking for concrete results. The decree n. 5.707/ 2006 (BRAZIL 2006), delimits a strategic management action on this way, by the competency management. This research characterizes by a qualitative case study, theoretically and methodologically grounded trying to find the mediate and immediate causes of the investigated phenomenon, wishing to comprehend the intrinsic historical representation on the development of this phenomenon.
