The analysis presented here has the purpose of relating, historically, the components of the acceleration and deceleration movements of economic growth, especially the period known as golden years, in which the intervention of the State was predominant, through a model of regulation, Which at the same time favored capital accumulation and equilibrium in the relation between capital and labor. The decline of this process in the second half of the 1970s makes it appear more explicitly the distributive and social conflict that is not explained by “exogenous” factors, since it is directly related to the movement of capital itself in central and peripheral countries. It exposes on the influence of this process in the constitution, ascent and the end of Welfare State in the western world and late social regulation in Brazil.
