Sumario:The theoretical and political approach process involving the categories of culture and development engendered the conditions of possibility that enabled the development of economic and cultural policies. Such policies now occupy the center of the contemporary agenda for public cultural policies. The actions and programs that mobilize most discursive and material resources are directed to the so-called creative economy, whose concep- tual and political lexicon is spreading and consolidating in very diverse organizations. To understand the specificity of this process, it is necessary to explore the theoretical, political and institutional realm in which the categories of culture and development stood in sharp contrast between the years 1950 and 1980. This paper seeks to objectify the main sociological conditions responsible for the dissolution of that tension, whose practical effects have allowed the operation of certain cultural policies, such as financing the incubation cultural enterprises.
