In the literature, no scale has been found evaluating particularly the foreign language teaching course books in Turkish Language. Therefore, the purpose of this study was to fill the gap in this field and to develop a foreign language course book evaluation scale. The participants were 170 English teachers teaching English at the 2nd grade at the elementary schools in Turkey during the 2014-2015 Academic year. Teachers participated in the study on volunteering basis. During the scale development, the participants underwent the process of item construction, asking for experts, pilot study, reliability and validity analysis. While the number of items were 32 at the beginning, its number decreased to 20 items at the end of a series of analysis. As a result of factor analysis, a 3 factor scale was developed. The first factor was composed of 10 items, the second factor had 6 items and the third factor involved 4 items. The range of factor value of each item changed between 0,467 and 0,798. In addition, the variance of these factors was as %59,097. Moreover, the Cronbach alpha reliability coefficient was detected as 0,845.
