Sumario: | This article discusses the process of participation in the decentralization that has occurred in the state of Santa Catarina, since 2003, and on its relationship with regional development. The overall objective was to study the profile of counselors of Regional Development Council (RDC) of Joaçaba to raise possibilities for training of members of RDC, and can extrapolate, then, the knowledge acquired for comparison with other councils existing counterparts in Santa Catarina. The research used a lot of methods such as participant observation, reading and analyzing documents from the RDC study, interviews, questionnaires and literature research. The data were analyzed in the light of literature and empirical reality experienced in participation in the activities of RDC. From the research was established a proposal for training, that was validated by the Regional Development Council of Joaçaba. With regard to results, the research indicates the need for systematic and continuing investments in the development of both the advisers as the very process of decentralization in Santa Catarina, designed to promote and realize a regional development project which in fact assists in intensive participation and accountability of civil society. |
