In spite of the historical and political discontinuities that separate the 1940s and the first decade of the 21st century, the instrumentalization of knowledge is the link between the present and the recent past. The trajectory of the young city of Volta Redonda / RJ allows us to think about the subjective and sub-subjective aspects that involve the notions of development that we share, and with which public policies must deal to produce their own governability today.
