So, this article emphasis on explanation of principal rules for this issue. Methodology: This study is base on the review articles which used from Internal and external main scientific resources.Results: Assessment of Internal and external resources show that decision making in micro level must consider the needs, desires, individual rights and justice in disseminations of resources, The important factors in macro level are health needs and Berden of desease value, equal for race, gender and religious and financial condition, attention to sensitive groups.
