To this end, with the pursuit of library based studies, investigating international documents particularly FIDIC silver book, reviewing articles, theses, rules and regulations, existing problems and deficiencies have been identified through designing, distributing, and collecting a survey from the elites after having the obtained results analyzed and thus this conclusion has been drawn that, in addition to reforming the structure and conceptual model of the document, it is also required that the obligations and liabilities of both parties of the contract be minutely specified and the logical distribution of the risk be conducted.
