As a quantitative research, this study was carried out in the academic year of 2010-2011 with the participation of 371 teachers who were employed in elementary schools in Elazığ in Turkey. Ethical Leadership Questionnaire developed by Langlois (2007) has been used in the research. All the data was processed by SPSS statistical software. One way Anova, frequency and t test were used for the analysis. According to the findings of study, teachers and school administrators generally think that as the year of seniority increases, more teachers think that provincial and district national educational administrators act within the ethical standards. They are fair, committed to the legal regulations and impartial while they solve an ethical problem; however the provincial and district national educational administrators face ethical dilemmas when have a problem which is not explained in the legal regulations. The provincial and district national educational administrators try to resolve the ethical issues as soon as possible. According to the findings no significant difference among teachers and school administrators’ view of ethical leadership behaviours has been seen by gender and branch variables, it has been observed by seniority variable.
