The methodology considered qualitative and quantitative aspects of context and was based on a constructivist approach to conduct the study. The complexity of the decision context, denoted by the amount of information, multiple interests and actors in volved legal aspects (MEC / SINAES) led to opt for the use of Multicriteria Methodology for Decision Support - Constructivist (MCDA - C). Through the proposed multicriteria system, based on the points raised could explain in a structured way the unsatisfacto ry performances or good performance.
