| Sumario: | The paper discusses the implementation actions of rural environmental policies of the municipalities starting from the paradigm of network society and from the concepts of networks social theories and proposes a model for research in the area. The basic proposition is that the development, the success and the problems of actions depend on the implementation of social relations in local networks. The research is qualitative and interpretative, with surveys and documents as fonts. The subjects are actors of the government and civil society and fifteen interviews were done. The work creates two results. The first is validity of the use of social networks theories in policy networks, which is unusual. The second, as result, is presented an instrument specifically designed to investigate the validity of assumptions and it was tested in four counties, showing applicability and ability to generate data for researches and management in rural environmental policies. The third was to indicate a way of management actions to involved people in implementation of public policies, as the Secretary of Environment in the municipalities. |
