In the literature, openness is usually put forward as a factor accelerating economic growth. The word „openness‟ often hides a wish, if not an obligation, when negotiating with International institutions, to make it the result of a free trade policy. But openness can also be the result of policies meant to control it, calling upon exchange rates, preferential interest rates, targeted subsidies, selective and temporary protectionism.
